Westchester County Board of Legislators Receives FY 2027 Capital Budget
The Westchester County Board of Legislators today received the proposed Fiscal Year 2027 Capital Budget from County Executive Ken Jenkins for consideration. The Board will now begin a thorough review of the 2027 plan, which includes investments in affordable housing, core County infrastructure, and health care.
This budget proposal requests $435.7 million in new appropriations for 2027 including:
- $224.3 million for general County purposes
- $161.4 million for Refuse, Sewer, and Water Districts
- $50 million for Westchester County Airport
Chairman Vedat Gashi (D–New Castle, Ossining, Somers, Yorktown) said, “We look forward to carefully reviewing the proposed 2027 Capital Budget from the County Executive and his team. Capital projects shape the roads, water systems, parks, and housing residents depend on every day. The Board will work to ensure this plan makes smart, responsible investments for the people of Westchester. I encourage residents to share their priorities at one of our public input sessions in November.”
Legislator Tyrae Woodson-Samuels (D–Mount Vernon), Chair of the Board’s Budget and Appropriations Committee, said, “Over the coming weeks, the Budget and Appropriations Committee will go through this plan project by project. We’ll meet with departments, ask hard questions, and make sure every dollar is tied to a clear need and a realistic timeline. Residents deserve a fiscally sound capital plan that delivers results.”
Majority Leader Judah Holstein (D–Eastchester, New Rochelle, Tuckahoe) said, “Even in challenging economic times, we must invest responsibly to meet our residents’ needs and strengthen the County’s infrastructure and public assets. We are confident that County Executive Jenkins’ proposed Capital Budget reflects that commitment. As we review the proposal, our focus will be on ensuring those investments address our most pressing challenges, protect taxpayers, and build a stronger Westchester.”
The Board of Legislators will also receive the proposed Operating Budget for review from the County Executive in early November and is charged with passing the comprehensive County Budget by the end of December 2026.
